ci: exclude workspace npm cache from the package; bump cache key The .npm cache (npm_config_cache) was being packed into the tarball, and each publish attempt's own tarball landed back in the cache, doubling the package every run (160->320->640 MB until ERR_STRING_TOO_LONG).
